Arrest warrant issued against Begam
A police complaint under the Public Offence Act was lodged against State Minister Begam on Wednesday for slapping CDO Bhandari at his office on Tuesday. Begam, who had arrived in Parsa to attend a function, left for the Capital on Wednesday afternoon, just 20 minutes after a police case was filed against her.
According to the existing law, Begam, if found guilty, could be charged with Rs.28,000 penalty plus compensation to the victim side. Furthermore, she could also face a 35-day of custodial detention to facilitate the investigation.
The jury could also free the guilty after paperwork where the felon must make a written pledge not to repeat similar crime in the future.

Fuel Distribution Stopped In Easter Nepal
Some 400 petrol pumps based in Mechi, Koshi and Sagarmatha zones of the region have remained closed as 1,200 workers staged agitation saying their demands were overlooked by the petrol pump operators.
The agitating workers have forwarded a 17-point demand that includes additional payment for working more than eight-hours a day, granting permanent status to those workers who have worked for 240 days, ensuring employment guarantee while transferring ownership of petrol pumps, among others.
The agitators have also warned that they would not budge an inch if their concerns continue to be disregarded.

Minister Karima Begum Slapped CDO Bhandari
An enraged Begam grabbed Bhandari’s shirt collar and slapped him four times for sen-ding an old vehicle to receive her at Simara Airport. She was in the district to attend a programme.
“I was preparing to welcome her when she attacked me without even hearing my explanation,” Bhandari said. He claimed the vehicle sent to receive the state minister was recently repaired and in good condition.
The minister had demanded a car from the District Development Committee (DDC), but Bhandari sent a vehicle belonging to the Agriculture Tools Office as the DDC’s vehicle was not available then. Begam justified her move ca-lling it action against an employee who did not heed a minister’s directive. She further accused the CDO of avoiding several meetings she had called to discuss security and development of the district. She said Bhandari had been sending old vehicles without the national flag to receive other mi-nisters as well.
Government employees in Parsa and Bara districts halted work to protest the state minister’s attack on CDO Bhandari. Begam, in turn, threatened to shut down Birgunj Bazaar if employees did not resume work.

One More Victim of Democratic Movement: Mukesh Kayastha
'Mukesh's Movement'. After the smoke and sloganeering ebbed it was the resonance of people power. People like Mukesh Kayastha, 15, who joined a rally in Banepa and wast shot in the head. He hasn't yet regained consciousness. At Bir Hospital ICU he breathes quietly in a coma. Mukesh now struggles not for loktantra but for his life. It's his own andolan now.
Individuals like Mukesh yearned for change, for a life worth living. And perhaps, when we whisper the name often enough, our voices filled with hope and conviction, Mukesh will wake up in a country he felt was worth fighting for.
Kayastha's mother Mira, who has been taking care of him since the past 42 months, said she is overwhelmed by the Prime Minister's assurance.
Mukesh was treated in the Bir Hospital for 11 months at Neuro ward under the supervision of Dr Upendra Devkota for five months. Dr YK Pandey had administered a special therapy to him.
During the Prime Minister's visit, Kayastha family urged him to assist them in writing to support them in his treatment, declare him a living martyr, and provide assistance for the construction of Mukesh Kayastha Academy.
I am sure this time Government will do best for the brave person like Mukesh ... not just theoretically but practically.

Maoists block roads to Kathmandu
The BBC's Joanna Jolly in Kathmandu says the Maoists want a debate on presidential powers in parliament, but the government has refused the demand. The Maoists emerged as the largest party in Nepal's first democratic election last year.
They say President Ram Baran Yadav acted unconstitutionally by overruling their decision to sack the army chief earlier this year. The president's decision led to the collapse of the Maoist-led government in May.

Supporters of the Communist Party of Nepal (Maoist) have gathered on roads connecting Kathmandu with the rest of the Himalayan nation.At the Thankot checkpoint, the main entrance to the capital, hundreds of Maoist supporters held banners and their party's red flag, stopping vehicles and chanting slogans.
Seven other Maoist checkpoints have been set up around the city and only ambulances and emergency vehicles are being allowed to pass through. Police said roads were shut by the protests but that there were no reports of violence.
Sagar Chandra Thapa, a Maoist leader in the Kathmandu valley, told the BBC that he expected thousands more supporters to join the blockade throughout the day. "Today's protest is against the president's unconstitutional move. Our protest is to establish civilian supremacy over the military. We want to discuss it in the parliament, but we are not allowed. Therefore, we are forced to take to the streets."
The Maoists say they will continue their protests until their demands are met. They plan a demonstration at the main government office complex in Kathmandu on Thursday. Thousands of Maoists held similar rallies against the president in September.
The coalition government has asked the Maoists to call off their protests. It has refused to discuss their demands, saying the issue has already been resolved.

Mountain flights soar higher
Airline operators said they ope-rated 28 mountain flights in the day, the highest ever so far this tourist season.
Responding to overwhelming demands, Buddha Air added five more flights to its 10 regular flights. Domestic private air operators introduced the hourlong mountain flight schedule during the tourist season to show the visitors the country's majestic mastiffs.
“We had this season's record number of mountain flights today,” said Rupesh Joshi, Senior Marketing Manager of Buddha Air. He said his airline was operating three regular mountain flights every day during the off-season. Other airlines cashed in on the opportunity, operating 13 mountain flights to cater to the tourists. Guna Air operated five mountain flights in the day, while Yeti operated four.
“The demand for mountain flights has surged this year due to an increase in the number of foreign tourists,” said Prajwol Thapa, marketing manager at the Guna Air, which operated 120 mountain flights in October. The Nepali sky recorded 542 mountain flights this October, but this figure remained low compared to the corresponding month last year, which saw 550 flights. Joshi said increase in the number of domestic and international flights had led to air traffic congestion. “That's why, flight operators are finding it hard to add mountain flights.”
Altogether 56,009 visitors came to Nepal this October, which is an increase of 10.6 percent compared to the cor-responding period last year. Tourist arrival figures went up in June, July, August and September by 6, 10, 5, and 5.5 percent, respectively.
With the last five months' tourist arrival figures quite encouraging, airlines operating mountain flights can hope to soar higher.
Organised crime will be curbed in a month: Police
After launching a month-long campaign to combat the increasing rates of organised crime, police officers at the Metropolitan Police Crime Division (MPCD) claim that gangsters will no longer spread terror in the Valley.
The MPCD claims that it has identified most of the active criminals in the Valley and put them under surveillence. The MPCD record shows that there are over 200 gangsters and that most of them are active.
According to the Superintendent of Police, Jaya Bahadur Chand, the police launched the campaign in view of the recent spurt of organised crime in the Valley. The police have it that many of the gangsters they have in their custody, such as Chakre Milan, Deepak Manage, Kumar Ghainte, Ganesh Lama, are in league with bigger criminals and ring-leaders. To effectively launch the campaign, the MPCD has set up a separate special anti-gansters’ cell, which includes 15 police personnel under the command of the SP to monitor their activities. Police personnel are to keep vigil at places such as sand mines, tender bid locations, night time establishments, and casinos where gangsters are usually found and carry out sudden raids in these areas.
“Organised crime has recently started showing a strong presence in the Valley again,” said a police officer at the MPCD. This is not the first such statement by the police. Only a few months ago, the police had claimed that organised crime in the valley was fully under their control and that most of the criminals, safely behind bars.

Everest Bank’s 15th AGM declares bonanza
The AGM also approved the financial statements ending 31st Asadh 2066. The Bank has made an increment in its deposits by more than 39 per cent and advances by almost 30 per cent during the year compared to the previous year.
The bank recorded a growth of 30.3 per cent in operating profit to Rs 107.35 crores from Rs 82.39 crores the previous year. The asset quality improved by reduction of NPA to 0.48 per cent from 0.68 per cent the previous year. The net NPA of the bank is minus 1.9 per cent after provisioning. Earlier, on Friday as part of its Corporate Social Responsibility towards empowering underprivileged students, it donated 24 computers to 17 schools, college and institutions.
37 pc Nepalis hooked on tobacco; 29 pc on alcohol: Survey (Nepal)
Though no comparable data are available due to the dearth of statistics in the past, interviewers collected data from 4,328 respondents in five development regions and three ecological zones to reason out that the use of the tobacco (both chewable and smoke) has indeed been phenomenal in Nepal. This came to light today at a dissemination seminar of the 2008 survey on “non-communicable diseases rich factors” organised in the capital. Minister for Health and Population unveiled the report.
According to World Health Organisation (WHO), heart disease, stroke, cancer, chronic respiratory
illness and diabetes are among the leading causes of mortality, associated with increasing use of tobacco, excessive alcohol consumption, physical inactivity and low intake of fruits and vegetables.
In their worst forms, the behavioural risk factors associated with the unhealthy diet and physical inactivity have contributed to high blood pressure, obesity, high blood glucose and increased cholesterol levels, which in turn cause heart diseases, cancer, diabetes and chronic lung diseases, the WHO has said.
Likewise, the recent survey has shown that on average 28.5 per cent of the total population are currently consuming alcoholic drinks. The data is again based on interviews conducted among 4,328 respondents.
The survey recommended the ministry for developing guidelines, protocols and a systematic collection of data on non communicable diseases, which it argued could help contain the diseases.
Dr Gunawan Satiadi, public health administrator at the WHO informed that the non-communicable diseases account for 80 per cent of deaths in low and middle-income countries.
He describes the non-communicable diseases as ‘invisible epidemic’ , which is also responsible for
causing poverty and hindering the economic development of many countries in the South.

Mr. and Ms. Kathmandu 2009
Niraj Shrestha and Soni Tamang both took home the title of first runner-up, while Raju Maharjan and Rajina Tamang were declared the second runner-ups.
“This event was an ideal platform for contestants to showcase their hidden talents. I certainly believe in providing equal opportunity and motivation to all. This event certainly brought out the best in the fresh new faces of Nepal’s modelling world,” said Chandani Lamichane, a choreographer and the organiser of the event. All in all, 16 men and 13 women took part in the competition. Contest winner Rabindra Singh also won the titles “Most Popular” and “Viewers Choice”, while beauty queen Rajani also won the title “Miss Talent.”
Glitz and glamour were understandably the mainstay of the event, which saw performances by upcoming Nepali models as they sizzled on stage and received a huge applause from the audience.
The panel of judges included Navaraj Acharya of Kantipur Television, Film director Uddav Abhidit, actors Jivan Luitel and Arjun Karki and choreographer Kaviraj among others.

Indian Security Slapped rishi dhamala in his vergin Soft Cheek
Nepal’s flamboyant journalist, Rishi Dhamala, who accompanied Mr. Upendra Yadav, the chairman of Madhesi Janaadhikar Forum (MJF) and Mr. Jhal Nath Khanal, the chairman of the United Marxist Leninists, to New Delhi in their week long New Delhi pilgrimage has been misbehaved by the Indian security personnel.
Reports further claim that Mr. Dhamala who has of late become the heartthrob of India’s low grade leadership of the likes of Sita Ram Yechuri and D.P. Tripathi, had left for New Delhi two days ahead of the two top politicos of Nepal landed in the Indian capital, Delhi-the Mecca of Nepali politics since early 1990s.
The Indian security personnel slapped Mr. Dhamala seven times while he accompanied Mr. Upendra Yadav to Bigyan Bhawan in New Delhi, November 5, 2009. So sad!
“While Mr. Dhamala tried to enter the premises along with Mr. Upendra Yadav, he was first stopped by the Indian security personnel and demanded that he identified himself but Dhamala refusing to present his identity card and further insisting to let him in, the attending security personnel pounced upon Dhamala mercilessly”, say eyewitness report.
However, it is not yet in our knowledge as to how many slaps-two or seven-Dhamala had received.
Some even say that Dhamala lost his senses after the non-ending slaps that consumed some good minutes that he was awarded by the naughty Indian police personnel.
The question is not how many slaps Dhamala endured in his virgin soft cheek, the question is why this Nepali journalist was misbehaved?
Sources claim that Dhamala was the guest of the Indian foreign ministry. Why the Nepali journalist instead of being accorded a red carpet welcome was slapped by the Indian security men remains yet a mystery?
Is this the way to behave with the State guest, analysts here question.
Hopefully, Dhamala upon his return home will narrate the entire story as to how he was manhandled (RAM DHULAI) by the security agencies of a regime with whom he enjoys “my dear” relations since 1996. We feel disheartened by this ghastly incident.

According to forest minister Deepak Bohara, the cabinet members will be flown to Everest Base Camp by a helicopter. The agenda of the meeting will also be issues of climate change.
The objective of the meeting at Everest Base Camp is to draw world’s attention towards the impact of climate change in the Himalayas, minister Bohara said. We will discuss various ways to mitigate the impact of climate change using our resources.
The meeting at EBC will be organized before the conference on Climate Change in the Himalayas at Copenhagen to be organized on the occasion of International Mountain Day on December 11.
